To ensure the safety and wellbeing of all who work and use Eyemouth Harbour, it is a requirement that all contractors, sub-contractors and/or self-employed workers carrying out work within Eyemouth Harbour limits, including around the quayside or on any vessel within the harbour, must fulfil the following requirements in advance of commencement of any works.
ALL WORKS REQUIRE A PERMIT TO WORK ISSUED BY EYEMOUTH HARBOUR TRUST
NO WORKS CAN COMMENCE WITHOUT A PERMIT TO WORK
PRE-ARRIVAL REQUIREMENTS FOR ALL CONTRACTORS, SUB-CONTRACTORS AND SELF-EMPLOYED WORKERS:
Whether contracted directly by Eyemouth Harbour Trust or by a third party (e.g. as a sub-contractor or the owner of a vessel within Eyemouth Harbour statutory harbour limits), the following information MUST be provided to EHT in advance of arrival on site:
Items a – c below will be kept on file and are only required annually or sooner whenever a significant change occurs.
Items d – e must be provided for every works event before works commence.
a) Evidence of Public Liability with minimum limit of £5 Million or as specified in major works contract if different (i.e. Policy Schedule or written confirmation from insurers). Please ensure that your insurance does not exclude any works next to water or in a harbour environment. These should be emailed to harbourmaster@eyemouth-harbour.co.uk with cc to harbourmaster2@eyemouth-harbour.co.uk
b) Evidence of Employer’s Liability with minimum limit of £10 Million or as specified in major works contract if different (i.e. Policy Schedule or written confirmation from insurers) – this is not required for sole traders who have no employees. These should be emailed to harbourmaster@eyemouth-harbour.co.uk with cc to harbourmaster2@eyemouth-harbour.co.uk
c) Completed Contractor Health and Safety questionnaire:
Health & Safety Questionnaire – for Self Employed workers or contractors with LESS than 5 employees
Health & Safety Questionnaire – for Self Employed workers or contractors with MORE than 5 employees
d) Risk Assessments related to the works to be carried out must be provided at least 3 working days before works are scheduled to commence. These should be emailed to harbourmaster@eyemouth-harbour.co.uk with cc to harbourmaster2@eyemouth-harbour.co.uk
e) Method Statements related to the works to be carried out must be provided at least 3 working days before works are scheduled to commence. These should be emailed to harbourmaster@eyemouth-harbour.co.uk with cc to harbourmaster2@eyemouth-harbour.co.uk
ON ARRIVAL PRIOR TO COMMENCEMENT OF WORKS:
Contractors should report to the Harbourmaster’s office, Gunsgreen Basin, Eyemouth, TD14 5SD to obtain a Permit to Work. Harbourmaster (HM) can be contacted on 07885 742505.
HM office hours of operation:
April to September
Monday-Friday 0600 hours to 1900 hours
Saturday-Sunday 0800 hours to 1700 hours (on call, please telephone first)
October to March
Monday-Friday 0600 hours to 1700 hours
Saturday-Sunday 1000 hours to 1600 hours (on call, please telephone first)
All contractors must:
- Sign in on arrival at Harbour Building, Gunsgreen Basin, Eyemouth, TD14 5SD (only required if working in the building)
- Obtain Permit to Work from the Harbourmaster before starting work, whether inside or outside. Any contractor who carries out work without a Permit to Work issued by Eyemouth Harbour Trust will be required to cease work until a Permit has been issued.
- Complete site induction (if applicable).
- Report any incidents, accidents or near misses to Eyemouth Harbour Trust on harbourmaster2@eyemouth-harbour.co.uk or by telephone 07885 742505.
WHEN WORKS ARE COMPLETE:
All contractors must:
- Return to the Harbour Master’s office to sign off the Permit to Work as completed.
- Sign out on departure (if signed in as working in the building).
